ESSENTIAL FUNCTIONS OF POSITION:
- Enforces housing related codes, including International Residential Code, one and two family dwellings, International Existing Property Code and local codes such as nuisance, clearing, grading, filling, health, licensing and zoning; issues correction notices and citations.
- Inspects and re-inspects, as required, public areas, child care facilities, taverns, liquor stores, bingo parlors, adult entertainment establishments, surface water and drainage, home occupations and zoning, interior safety devices, vermin and rodent infestation, proper solid waste refuse container location, size and type, use and occupancy, window area and similar building structure characteristics of dwellings.
- Inspects yard areas for improper handling or storage of garbage, rubbish and junk.
- Checks for rodents, snakes, and vermin or for conditions leading to infestation.
- Inspects and investigates complaints of improper dumping of garbage, rubbish, junk, and other objectionable material.
- Consults with owners, managers, and agencies on violations observed in a dwelling and recommends remedial action.
- Enforces applicable ordinances and regulations as they affect housing, refuse disposal violations, zoning, sanitation, and property maintenance.
- Gathers and preserves evidence of violations.
- Researches records in the county tax assessor’s office, county treasurers office and the county clerks office to determine land ownership for legal notices related to violations.
- Periodically patrols or inspects an assigned area to monitor for violations of local codes.
- Responds to complaints of potential code violations relating to signing, building occupancy, nuisances, hazardous sidewalks or other conditions, housing conditions, construction, land use, zoning, animals, noise, refuse disposal violations, dumping, clearing, grading, filling, polluting, or other code related matters.
- Conducts field investigations of potential violations, gathers evidence, questions or interrogates complainants, witnesses and suspects; compares facts to code requirements; makes findings; and issues warnings, correction notices, or citations.
- Meets and consults with owners, tenants, contractors, developers, businesses, etc. To review and explain code requirements and violations or potential violations; secures code compliance.
- Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures and reports relating to code enforcement issues and actions.
- Provides information to persons who request information or assistance in code enforcement related matters.
- Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations, which relate to the position.
- Coordinates efforts with the police, fire, health, planning, the prosecuting attorney, and other staffs of other agencies, as needed.
- Works with prosecutors to obtain written or tape-recorded statements, depositions, or admissions, as needed.
- Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution; prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case reports for court action; testifies in court.
- Assists in obtaining, enhancing, preparing or presenting exhibits or other evidence in court as required.
- Performs the duties of housing plans examiner, or mechanical, plumbing or electrical inspector as needed and qualified.

- Graduation from a standard high school or GED equivalency and two (2) years experience related to inspection, code enforcement, law enforcement, building inspection, land use, public administration, or other closely related field; or any equivalent combination of education and experience.
- Knowledge of code enforcement principles, practices and methods as applicable to a municipal setting. Working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes; working knowledge of inspection techniques.
- Skill in operating standard office tools and equipment; video camera; radio; measuring tape; and special test equipment for electrical and structural condition of existing housing.
- Ability to prepare, organize and maintain inspection field data, reports and systems.
- Ability to analyze complex situations, problems and data, and use sound judgment to determine conclusions and make decisions.
- Ability to comprehend and articulate complex facts and relationships in detail and to summarize and write clearly, concisely and legibly, and to testify in court in an objective, concise and professional manner.
- Ability to produce or obtain reports, graphs, charts, photographs or the evidence or exhibits,
- Ability to communicate effectively both orally and in writing.
- Ability to establish effective working relationships with citizens, employees, supervisors, contractors, architects, engineers, owners and the general public.
- Ability to follow verbal and written instructions.
- Ability to handle stressful situations and effectively deal with difficult or angry people.
- Proficient in MS Office Software.
- Proficient in MS Office Skills.
- A valid Oklahoma driver’s license or the ability to obtain one prior to employment.
- Nationally recognized certification in property maintenance and housing inspection or the ability to obtain one within twelve (12) months of employment.

Work is performed both in office settings and outdoors. The outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and other pieces of equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee routinely works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high, precarious places, and in confined spaces. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.
The employee is frequently exposed to areas infested with fleas, ticks and other vermin. The employee continuously encounters persons with differing views and goals and subject to hostility and possible physical attack. The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.
The personal contacts are typically with employees of different departments, city and county officials, external agencies, and the general public. The purpose of the contacts is to answer questions requiring explanation or interpretation of standard procedures. May involve some hostility.
