ESSENTIAL FUNCTIONS OF POSITION:
- Performs inspections on construction and/or repair of streets, storm sewers, potable water lines, sanitary sewer lines, traffic control devices, instrumentation, mechanical systems, buildings, treatment facilities, detention and retention facilities, park facilities and their appurtenances to insure performance with approved construction documents.
- Inspects existing sewer mains, private sewer services, manholes and structures for the purpose of evaluating the condition of structural integrity, inflow, infiltration, leaks, durability, safety, function, and obstructions.
- Assists supervisors in coordinating and reviewing the work of employees engaged in the operation and maintenance of the construction projects.
- Private Service Rehabilitation Program: Inspects private services to eliminate inflow and infiltration defects. Communicate with resident of private property the purpose of inspection; inspect property; report to citizen the inspection observations; ask citizen to make necessary repairs to their property; make follow-up inspections; document all information, contacts and conversations; prepare reports; generate files for each property; coordinate with staff and supervisor the information to notify citizen by registered mail. As needed develop relationship with citizen to resolve conflict by communicating the defect and the need to make repairs. Conduct follow-up inspection and finalize reports within timeframes mandated by the DEQ Consent Order.
- Prepares daily written reports, determines contract quantities, takes photographs and maintains records on inspection activity and status of work in progress. Installs, operates and maintains field data collection equipment. Write technical reports. Down load photographs from digital camera and file in computer
- Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned projects.
- Deals with the public pertaining to sensitive issues as related to the Private Service Inspection Program and the Rehabilitation Program.
- Acts as public point of contact for all Field Utility Divisions and regularly responds to City Officials and property owners on complaints.
- Maintains a variety of logs and records related to employees, work assignments and inspection activities; verifies pay estimates as required. Compiles information and prepares construction reports as required. Performs all work in accordance with safety policies and procedures.
- Operates CCTV equipment for pipeline inspection.
- Acts as Safety Officer for all Field Utility Divisions.
- Monitors the flow of sewer trunk lines: Install and setup sanitary sewer flow monitoring equipment. Calibrate flow monitoring to accurately depict open channel flow. Periodically collect data from and perform required maintenance to flow monitor and flow monitoring equipment. Download collected data using file transfer protocol utilizing electronic modems, ground penetrating radar, and/or computer equipment.
- Locates private sanitary sewer services for connection to new main: notify resident as needed of the requirement to enter private property; operate line detection equipment, probe, and magnetic locator.
- Advises and confers with the general public, staff and other interested parties and elected officials concerning problems resulting from construction or repair activity. Assigned task to troubleshoot situations and conditions and report to supervisor or solve in accordance with standard operating practices. Answers questions and complaints from the public, contacts citizens and utility companies and takes remedial actions.
- Assists project engineer in researching information. Makes recommendations for new and improved methods for operation, policies and procedures. Keeps the project engineer informed as to the status, quality and quantity of work being performed in the field. Ability to read engineering plans and specifications.
- Oversees the testing of construction materials to insure compliance with established requirements. Provides advice and assistance to other employees on operations and maintenance problems. Inspect and assist other employees to work in accordance with safety policies and procedures.
- Occasionally assists Survey Party Chief using survey level.
- Other duties as assigned.

- Graduation from a high school or GED, supplemented by two years of related technical or college training in construction, engineering technology, civil engineering or a closely related field and a minimum of two years related experience; or any equivalent combination of education and experience.
- Possession of valid Oklahoma Operator's license at date of hire or a valid drivers license from state of residency
- Possession of or ability to obtain a Class D Wastewater Certification from the Oklahoma Department of Environmental Quality within one year of date of employment.
- Some knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; working knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control; considerable knowledge of public works inspection methods. In-depth knowledge of traffic control signing, barricades, lighting and safety. Knowledge of and ability to recognize bio-hazards.
- Ability to prepare, organize and maintain inspection field and office data, reports and systems; Ability to perform required mathematical computations (grade and elevation, etc); Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, city officials and the general public.
- Ability to operate the following tools and equipment: pipe locator; magnetic locator, pressure gauges; testing equipment; engineering calculator; motor vehicle; phone; mobile or portable radio, Personal computer including word processing, spreadsheet, data base, scanner, digital photography, data base merging and specialty software programs, TV camera equipment.
- Knowledge of materials, methods, techniques, tools and equipment used in the areas of construction. Ability to trouble shoot, maintain and service equipment and tools used by the Inspector.
- Basic knowledge of flow monitoring to include the installation, setup, calibration, data collection and, maintenance of flow monitors. Basic knowledge of the field of hydrology and how it pertains to sewer flow monitoring. Basic knowledge of computers and data collection equipment. In-depth knowledge of confined space entry, practice and procedures.
- Ability and willingness to perform all tasks from assisting with design through completion of the construction process as requested by supervisor. Ability to establish and maintain effective working relationships with the general public, contractors, other employees, other regulators, and supervisor. Ability to make decisions recognizing established precedent, and practices and to use resourcefulness and tact in meeting new problems.

Regularly: Required to use hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work is performed mostly in field settings. Considerable outdoor work is required in the inspection of various land use developments, construction sites, utility easements, private property and/or public works facilities.
Frequently: Required to stand and talk or hear, walk, sit, climb or balance, stoop, kneel, crouch, or crawl; and smell. The employee must frequently lift and or move up to 50 pounds.
Occasionally: Smell materials to better identify or insure purity (lack of contamination) and lift and move up to 100 pounds. Entry into ditches and confined spaces such as manholes is required.

Regularly: Works near moving mechanical parts or in outside weather conditions and in Trenches and other confined spaces.
Frequently: The noise level in the work environment is moderately noisy which requires hearing protection.
Occasionally: Exposed to wet and/or humid conditions, vibration, fumes, toxic or caustic chemicals. Works in high, precarious places and is exposed to fumes and risk of electrical shock.
The personal contacts are typically with residents, property owners, contractors, employees of different departments, representatives of organizations, utility repair personal external agencies, and with the general public, which could have an unusually significant impact on the programs and policies involved in the work. The purpose of the contacts are to plan and coordinate work efforts; provide input and advice, and resolve problems and issues of a sensitive and controversial nature by influencing and motivating and persuading. The persons contacted typically have diverse or conflicting goals and attitudes.
