SALARY: $85,000.00 TO $95,000.00 Annually
ESSENTIAL FUNCTIONS OF POSITION:
- Regularly supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
- Regularly provides leadership and direction in the development of long range and short range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates division activities with other divisions, departments and agencies as needed.
- Regularly provides professional advice to department directors and supervisors; makes presentations to City Council, department directors, supervisors, boards, commissions, civic groups and the general public.
- Regularly develops, maintains and updates City of Lawton standards construction drawings and specifications for subdivision and other public construction work projects. Assures as-built records of projects and documents necessary changes for the operation and maintenance programs.
- Regularly assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors expenditures in assigned area to assure sound fiscal control; prepares annual divisional budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
- Regularly determines work procedures; prepares work schedules; expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Regularly provides project management for the construction of municipal public works projects. Oversees assigned projects to ensure contractor compliance with specifications, time and budget parameters for the project.
- Regularly supervises the acquisition/disposal of City property, establishes procedures, sets priorities, negotiates with property owners, and makes recommendations to City Council.
OTHER DUTIES / RESPONSIBILITIES:
- Regularly communicates official plans, policies and procedures to staff and the general public.
- Regularly issues written and oral instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures
- Regularly maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints.
- Frequently reviews private project development plans for compliance with codes, regulations, standards, adequacy of applications for permits and compliance with approved plans.
- Frequently determines applicable codes, regulations and requirements for assigned projects.
- Regularly coordinates the preparation of, or develops, engineering plans and specifications; coordinates required advertising for bids; reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants and other selection criteria.
- Frequently coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage and street system maps and database.
- Frequently responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information.
- Frequently evaluates issues and options regarding municipal public works, projects and makes recommendations.
- Occasionally maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
- Occasionally assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc.; prepares traffic, utility and other studies and reports.
- Occasionally provides intersection signal and channelization design support.
- Occasionally maintains the engineering library and infrastructure records.

- Graduation from a four-year college or university with a degree in civil engineering or closely related field and a minimum of four years previous professional civil engineering experience including at least two years with utilities or equivalent work experience in the field of civil engineering.
- Possess or ability to obtain certification by proponent organization.
- Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; thorough knowledge of applicable city policies, laws and regulations affecting division activities.
- Ability to prepare clear and comprehensive reports. Must possess superior written communication and Judgment skills.
- Must possess a high level of cognitive skills. Ability to operate within a Political Sphere.
- Considerable skill in arriving at cost estimates on complex projects; skill in operating the following tools and equipment: personal computer, including word processing, spreadsheet, database, computer-aided-design software, standard drafting tools, surveying equipment including level, theodolite and electronic distance measuring devices, motor vehicle, phone and mobile radio.
- Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; ability to conduct necessary engineering research and compile comprehensive reports.
- Must possess a valid Oklahoma driver's license or have the ability to obtain one prior to employment.
- Registration in Oklahoma as a Professional Engineer or the ability to obtain registration in Oklahoma by reciprocity within one year of employment.
- Must be physically capable of moving about on construction work sites and under adverse field conditions.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, constructions sites, or public work facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually quiet to moderate.
The personal contacts are typically with key officials and representatives of organizations which could have an unusually significant impact on the programs and policies involved in the work such as members of the City Council, Federal or State officials who determine standards of compliance for Federal or State programs, grants, etc. The purpose of the contacts is to justify, defend, negotiate or settle matters involving problems or issues of considerable consequence.
Provides second full supervisory level with two or more full supervisory subordinates. Provides indirect supervision for 12 professional, supervisory and support staff members.
Works under the general guidance and supervision of the Director of Civil Engineering who provides managerial direction with assignments in terms of broad practice, precedents, policies and goals. Work may be reviewed for fulfillment of program objectives and for conformance with departmental policy and practice.
