Industrial Pretreatment Inspector, WWTP - 3252

Career Purpose

Employee Inspects commercial and industrial discharges to the publicly owned treatment works system for compliance with city, county, state and federal environmental codes.

This position is assigned to the Wastewater Treatment Plant Division of the Water/Wastewater Department.

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Regularly inspects and investigates industrial waste control, pretreatment and treatment facilities.
  • Regularly conducts inspections and collects samples of grease, oil and sand interceptors of commercial establishments to include food service establishments, car washes, and medical facilities.
  • Regularly collects samples and measures flows from industrial wastewater discharges.
  • Regularly conducts field tests for pH and temperature on Industrial and non-residential discharge
  • Regularly inspects location of new source wastewater generation including all new businesses and businesses that change owners which may pose a threat to the Wastewater Treatment Plant’s efficiency and ability to meet permit limits.
  • Regularly keeps records of field tests and inspections of industrial discharge.
  • Regularly ensures commercial and industrial users maintain records of discharge volumes, chemical inventory lists, SDS, and containment plans.
  • Regularly works in the laboratory of the Wastewater Treatment Plant to assist with analysis.

 

OTHER DUTIES/RESPONSIBILITIES:

  • Frequently determines the potential of significant industrial user on new non-industrial locations.
  • Frequently conducts commercial facility training on interceptor maintenance, discharge sampling, discharge limits, and compliance issues.
  • Occasionally inspects and identifies location of reported upsets, odor, overflow, and non-compliance.
  • Occasionally makes record of non-compliance determined to be of industrial nature.
  • Other duties as assigned.

POSITION STANDARDS:

Education and Experience:

  • Graduation from high school or GED equivalency.
  • Completion of College courses in Science and Math is preferred.
  • Experience in Industrial Wastewater Treatment.

Knowledge, Skills and Abilities:

  • Knowledge of flow measuring techniques.
  • Knowledge of standard procedures for chemical analysis of water and wastewater samples.  Ability to perform inspections to determine if code or ordinance violation has occurred.
  • Knowledge of safety hazards associated with pretreatment control.
  • Skill in compiling, organizing and recording information accurately.
  • Ability to read and interpret mechanical construction drawings and pipeline schematics. 
  • Ability to communicate effectively with the public.

Special Requirements:

  • Possession of a valid Oklahoma driver’s license.
  • Possession of or ability to obtain Class “C” Wastewater Certification and a Class “C” Laboratory certification from the Oklahoma Department of Environmental Quality within one (1) of date of hire.

  • Personal computer, including word processing, spreadsheet, database, and chemical analysis software; ph meter; pneumatic calibrator; automatic sampler; flow measuring devices; devices to measure the concentration of a substance in solution; turbidity analysis equipment; chlorine analysis equipment; common hand tools; telephone; automobile.

While performing the duties of this job, the employee regularly works in outside weather conditions, and is exposed to all weather extremes.

The noise level in the work environment is moderately noisy which requires hearing protection.

While performing the essential functions of this job, the employee frequently works near moving and vibrating mechanical parts.  The employee rarely works in high, precarious places; is rarely exposed to fumes or air borne particles, toxic or caustic chemicals and is rarely exposed to risk of electrical shock.

The employee will occasionally be exposed to wet or humid conditions and will frequently be exposed to outside weather conditions of extreme heat or cold with occasional ice or snow.

The employee will rarely be working during hours of darkness and will occasionally be near heavy vehicle traffic.  The employee will occasionally be working in or near excavations or confined spaces.

The noise level of the work environment is quiet in the office or laboratory, moderately quiet in the service vehicle, but is noisy in the field.

INTERPERSONAL RELATIONSHIPS:

The personal contacts are typically with employees of different disciplines, external agencies and with the general public.  The contacts are to answer questions requiring explanations or limited interpretation of advanced procedures.  The employee is in frequent contact with the general public and business owners, some of which may need detailed explanations of policies and procedures of the city and city code.  Some contact may be with individuals with complaints.
