Plant Line Supervisor, WWTP - 3220

Career Purpose

This position WILL be filled during the current hiring freeze.

To provide supervision activities at the Wastewater Treatment Plant. Monitors workflow, reviews and corrects work; and directs work at the job site. Prepares various reports, inspects completed projects and communicates with the Superintendent and Director concerning operation of the plant.

ESSENTIAL FUNCTIONS OF POSITION:

  • Regularly direct, coordinate and review the operation of wastewater treatment plant and related facilities.
  • Maintain records, review reports, determine resource needs and initiate requests for materials and supplies.
  • Regularly make recommendations for new and improved methods of operation, policies and
    procedures.
  • Regularly coordinate improvement programs and projects.
  • Regularly inspect plant performance and analyze laboratory reports to ensure proper treatment.
  • Regularly assign work and insure completion of tasks.

 

OTHER DUTIES/RESPONSIBILITIES:

  • Occasionally operate heavy equipment such as backhoe, dump truck, semi-trailer truck, etc.

POSITION STANDARDS:

Education and Experience:

  • Graduation from an accredited high school, GED equivalent or vocation school.
  •  Four years experience in the field of wastewater treatment (preferably conventional activated sludge plant) or any equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  • Knowledge of the materials, methods, techniques, tools and equipment used in wastewater treatment.
  • Knowledge of the occupational hazards involved and safety precautions necessary for the safe conduct of work and equipment operation.
  • Knowledge of federal, state and local laws pertaining to wastewater treatment.
  • Ability to plan, layout work and supervise a group of subordinates to obtain effective results and meet established schedules.
  • Ability to maintain required operating records and prepare reports.
  • Ability to understand and follow complex oral and written instructions and to work from sketches and plans.
  • Ability to make decisions recognizing established precedent and practices and to use resourcefulness and tact in meeting new problems.

Special Requirements:

  • Possession of valid Oklahoma Operator's license and possession of or the ability to obtain a Class "A" Oklahoma Commercial driver’s license within 6 months of date of hire.
  • Required to register with the Federal Motor Carrier Safety Administration’s Drug & Alcohol Clearinghouse prior to employment and grant the City of Lawton permission to perform a “Full Query” concerning your CDL.
  • Possession of or the ability to obtain a Class “B” Wastewater Certification and a Class “C” Lab certification from the Oklahoma Department of Environmental Quality within one year of date of hire.

While performing the essential functions of this job, the employee regularly works near moving and vibrating mechanical parts.  The employee occasionally works in high, precarious places; is occasionally exposed to fumes or air borne particles, toxic or caustic chemicals and is occasionally exposed to risk of electrical shock.

The employee will regularly be exposed to wet or humid conditions and will regularly be exposed to outside weather conditions of extreme heat or cold with occasional ice or snow.

The employee will frequently be working during hours of darkness and will frequently be near heavy vehicle traffic.  The employee will regularly be working in or near excavations or confined spaces.

The noise level of the work environment is moderately quiet in the service vehicle; but in the field, is loud, accompanied by jolting and vibration.

SUPERVISION:

SUPERVISION GIVEN: 

Provides first full supervisory level; assigns and evaluates the work of plant mechanic staff; interviews and recommends selection of employees for hire and promotion.

 

SUPERVISION RECEIVED:

The employee works under the supervision of the Plant Superintendent who makes assignments by defining objectives, priorities and deadlines; and assists the employee with unusual situations which do not have clear precedents. The employee plans, carries out successive steps, and resolves problems and deviations in accordance with instructions, policies and accepted practice. Work is reviewed for technical conformance and consistence with practice and policy.

Safety Sensitive:

This position is a “safety sensitive” position as defined by the US DOT drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or Oklahoma Medical Marijuana laws. The “safety sensitive” positions in the following categories may be subject to periodic random drug testing pursuant to City of Lawton Administrative Policy 3-02: Drug & Alcohol Free Workplace. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana license will not excuse you from the testing process, or the consequences of testing positive for marijuana. The categories listed are inclusive of City of Lawton jobs only.

FMCSA-DOT Clearinghouse Requirement

Licensed commercial drivers are required to register and create a profile with the Federal Motor Carrier Clearinghouse at https://clearinghouse.fmcsa.dot.gov/register.   Positive drug screen information shall be reported in the Federal Motor Carrier Safety Administration’s Clearinghouse.  Periodic queries shall be ran on all commercial licensed drivers.
