ESSENTIAL FUNCTIONS OF THE POSITION:
- Assists in special studies and analysis for transportation planning, transportation modeling, transit planning and air quality planning.
- Assist in coordination of travel demand forecasting activities with consultants, including preparation of data and interpretation of results.
- Assist other departments and outside agencies in the preparation of proposals, grant applicants preparing planning documents, memos, reports, presentations, and other documentation for state federal transportation funding.
- Assist in the preparation of minimum specifications, request for proposals, procurement policies and other purchases for transportation planning
- Responsible for preparation of transportation planning graphics, mapping and GIS using ArcView and other programs.
- Collects and analyzes socio-economic data.
- Development and maintenance of existing ARCMAP GIS databases.
- Assists Principal Planner in completing planning documents (i.e., Transportation Improvement Program, the Unified Planning Work Program, and the Long Range Transportation Plan, Land use Plan and other documents to support the metropolitan transportation planning process according to established standards and local, state or federal guidelines).
- Prepares memorandums and reports.
- May make oral and/or written presentations to the Metropolitan Planning Organization's technical and policy committee, boards, commissions, civic groups and the general public.
- Prepare and review all claims for payment from Federal Highway Administration and Federal Transit Administration planning grants.
- Maintain inventory of equipment purchased with transportation planning grant funds. Conduct annual inventory of equipment;
- Responds to questions about local planning, census, transportation, transit and air quality issues.

- Prepare articles related to transportation for distribution to the media.
- Maintain the transportation planning library;
- Review and provide written comments to the supervisor on Federal/State environmental and their impacts on the transportation network.
- Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc.
- Attendance and completion of certain classes such as but not limited to travel demand forecasting, census transportation planning, as required by the U.S. Department of Transportation to receive additional training, to administer and implement transportation planning and to keep abreast of requirements, trends and developments in transportation planning;

- Graduation from an accredited four-year college or university with a degree in transportation planning, land-use planning, urban planning, or a closely related field, and two years of experience in planning or closely related field at least one of which was related to transportation planning or GIS; or any equivalent combination of education and experience with additional education substituting on a year for year basis for the required experience.
- Knowledge and understanding transportation planning process.
- Knowledge in the use of personal computers in a networked environment.
- Knowledge in database management and statistical methods.
- Ability to work independently, under supervision and as part of a team.
- Considerable knowledge of general planning methods, techniques, programs and processes.
- Knowledge of grants management techniques related to management of federal and state grants.
- Ability to analyze, interpret and understand policies and procedures.
- Ability to perform duties with a high degree of accuracy.
- Thorough knowledge of personal computers, word processing software, spreadsheet/database software, ESRI GIS or transportation modeling software.
- Skill in the operation of the following tools and equipment: Personal computer, MS Office (Word, Excel, Powerpoint, Publisher, Access), ArcView/ArcGIS, printer, scanner. motor vehicle; calculator; phone; copy and fax machine; blue line, tape measure.
- Skill in oral and written communications with others. Ability to communicate fluently in the English language orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public.
- Possession of a valid driver's license.
- Ability to work in US.
- Knowledge of accounting and budgeting principles.
- Proficiency to work on multiple projects simultaneously and to complete within a specified time frame.

- Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, transit operations, transportation projects.
- Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
- This position requires extended periods of sitting and working at a desk or computer.
- While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
- The employee must occasionally lift and/or move up to 10 pounds.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- This position requires the employee to climb stairs.
- Out of town travel required.

- The work envirioment may at times be stressful when striving to meet deadlines and the demands of customers.
- A work schedule of 8:00 a.m. to 5:00 p.m. is standard. Evenings, weekend and holiday work may be required.
- While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and or humid conditions, or airborne particles.
The personal contacts are typically individuals or groups including those who may be officials of federal, state or local organizations who have significant impact on program or policy matters.
