ESSENTIAL FUNCTIONS OF POSITION:
The following functions apply to positions in all divisions regardless of area of specialization. Specific functions are listed separately for individual areas of specialization.
- Assists Superintendent and Department Director in planning and establishing operating policies and procedures.
- Supervises and schedules work and assigns personnel to specific duties.
- Responds to emergency situations.
- Recommends and implements corrections and improvements to gain operating efficiency.
- Insures proper preventative maintenance on equipment assigned to activity.
- Answers questions and complaints from the public and higher level management; contacts citizens and utility companies and takes remedial actions.
- Keeps necessary records and makes required reports and cost estimates.
- Assists Superintendent and Department Director in personnel management activities such as interviewing candidates for hire and performance evaluation of division employees.
OTHER DUTIES AND RESPONSIBILITIES:
- Occasionally perform duties of Superintendent in the absence of the Superintendent.
- Assists in coordinating activities with other departments and divisions of the City and with State and County governments.
- Instructs and enforces City of Lawton and OSHA safety rules, policies and procedures.
- Trains subordinates in methods of operation, and ensures adherence to these procedures and methods.
- Investigates and writes injury and accident reports.
- Assists in budget preparation for initial submission and assists in budget administration after adoption.
- Supervises workers in the crews’ operation of packer trucks for refuse collection and disposal.
- Coordinates disposal operation between the sanitary landfill and collection route trucks.
- Performs other duties as assigned.

- Knowledge of the materials, methods, techniques, tools and equipment used in the areas of specialization.
- Knowledge of the occupational hazards involved and safety precautions necessary for the safe conduct of work and equipment operation.
- Ability to plan, layout work, supervises a group of subordinates and obtains effective results and meets established schedules.
- Ability to understand and follow complex oral and written instructions.
- Graduation from a standard high school or GED equivalent or vocational school supplemented by special training in supervision.
- Possession of a valid Class "B" Oklahoma Commercial driver’s license.
- This position requires successful completion of a City of Lawton physical examination and drug screen as a condition of employment.
- Must have good written and oral communication and exercise sound judgment.
- Responsible for small section of employees and their evaluations.
- Advises Division Superintendent as needed.
- Knowledge of Sanitation collection routes and route schedules.
The Solid Waste Collection division is located within the compound of the City of Lawton Public Works Department facilities located at 2100 SW 6th Street. Sanitation Field Supervisor primarily performs his/her duties in the field, throughout the City.

Regularly: Required to sit, speak, hear, see (shape, size/distance/motion/color), and use hands and fingers for operation of objects, tools, or equipment, primarily light truck (1/2 ton). Required to communicate clearly and listen effectively.
Frequently: Required to walk, climb, balance, stoop, kneel, crouch and lift and carry up to 70 pounds. Employee also works near moving mechanical parts.
Occasionally: Required to lift weights up to 100 pounds with assistance. Employee is exposed to wet, cold, hot, dry and/ or humid conditions and noise. Employee may come in contact with various irritants; such as, herbicides, fumes, airborne particles, toxic or caustic chemicals, acids, solvents and other items/ objects that may be placed out for disposal.
Rarely: Required to operate refuse packer truck.
The emphasis is on close supervision, clear, concise communication skills and good listening abilities.
While performing the duties of this job, the employee is frequently required to walk, climb, balance, stoop, kneel and crouch. Employee regularly must be able to speak and hear and use hands and fingers with the ability to operate objects, tools, or equipment. Employee is regularly required to operate a light truck (1/2 ton) for the purpose of checking on crews, route assignments for thoroughness and cleanliness, complaints of missed refuse, premises for serviceability of requests of container service and various other Tasks that may require their presence.
The employee must frequently lift and/or move up to 25 pounds and occasionally lift weights up to 100 pounds. Specific vision abilities required by this job include close vision, distant vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
ENVIRONMENTAL FACTORS AND WORKING CONDITIONS:

While performing the essential functions of this job, the employee frequently works near moving mechanical parts. Employee is exposed to extreme heat and cold with occasional ice or snow.
While performing the duties of this job, the employee occasionally comes in contact with various irritants such as herbicides, fumes, airborne particles, toxic or caustic chemicals, acids, solvents and other items/ objects that may be placed out for disposal.
The noise level in the work environment is quiet in the office and in the service vehicle but is moderately noise in the field.
The employee performs duties under the direction of a Division Superintendent or Department Director who makes assignments by defining objectives, priorities and deadlines and assists the employee with unusual situations which do not have clear precedents. The employee plans and carries out successive steps and resolves problems and deviations in accordance with instructions, policies and accepted practice. Work is reviewed for technical conformance and consistence with practice and policy.
Provides the first level of supervision for field work crews.

FMCSA-DOT Clearinghouse Requirement
Licensed commercial drivers are required to register and create a profile with the Federal Motor Carrier Clearinghouse at https://clearinghouse.fmcsa.dot.gov/register. Positive drug screen information shall be reported in the Federal Motor Carrier Safety Administration’s Clearinghouse. Periodic queries shall be ran on all commercial licensed drivers.
