Rusty is the Department Director of Public Utilities, which includes the following divisions: MP Water Treatment Plant, SE Water Treatment Plant, Wastewater Treatment Plant, Sewer Construction Division, Sewer System Technical Division, Wastewater Collection Division, Wastewater Maintenance Division and the Water Distribution Division. He also manages all commercial development and construction activities with the City of Lawton.
