LAWTON - UPDATE, 1/06/2022

Due to the recent increase in active COVID-19 cases caused by the surge of the Omicron and Delta variants, as reported by the Oklahoma State Department of Health, the wearing of masks is still strongly recommended for all city staff and visitors, regardless of vaccination status, along with continued social distancing.

Although masks are not required of city employees who are fully vaccinated, the CDC still recommends the wearing of masks, regardless of vaccination status, when in public spaces where social distancing is not possible. City employees are also regularly disinfecting surfaces to help keep staff and visitors safe. The City of Lawton will continue to monitor the case status alongside the Comanche County Health Department. Policies for City of Lawton managed facilities are subject to change.

Citizens are encouraged to continue practicing CDC safety measures to protect themselves and others from COVID-19:

• Get the COVID-19 vaccine, and booster if applicable
• Wear a mask in public spaces
• Practice social distancing
• Avoid crowded places
• Get a COVID-19 test if sick
• Wash hands often
• Cover coughs and sneezes
• Clean and disinfect surfaces
• Monitor your health daily

LAWTON - UPDATE, 8/13/21

Social distancing requirements at municipal buildings (City of Lawton-owned and managed buildings) will take effect the week of August 16, 2021. Those wishing to utilize indoor spaces within municipal buildings must adhere to 6 foot spacing between individuals who do not reside together. Guidelines and rules, including occupancy limitations depending on the nature of events, may be given on a case-by-case basis for certain rentals at McMahon Memorial Auditorium or Lawton City Hall. The mask requirement for all remains in place.

Per guidance from the Oklahoma State Department of Health and our Comanche County Health Department, all eligible Lawtonians are encouraged to get vaccinated against the COVID-19 virus to best protect our friends, family and neighbors. Learn more about how to do this at vaccines.gov.

LAWTON - UPDATE, 5/5/2021

Following the withdrawal of the COVID-19 State of Emergency Declaration by Gov. Kevin Stitt, City of Lawton leadership wish to make the community aware of updated safety measures and guidance concerning City owned property and City events, effective immediately. Please see details below.

• Masks are recommended to be worn in indoor City facilities, particularly in areas where social distancing cannot be consistently maintained. In the case that an event or gathering drawing a significant number of people is coordinated, however, City Management reserves the right to require masks for attendees.
• In accordance with a new internal employee directive, vaccinated staff members that provide proof of vaccination to the City of Lawton, are not required to wear masks while at work.
• Allowance and capacity of larger community events at McMahon Memorial Auditorium or City recreation centers will continue to be evaluated/granted on a case-by-case basis by City staff and direction will be given to requesting parties concerning requirements or stipulations. Masks shall, at a minimum, be required at all common spaces, such as restrooms and lobby areas.
• Masks are recommended to be worn by all at outdoor events where social distance with those outside of the household cannot be maintained. Masks will not be required of outdoor sports players, coaches or umpires.

LAWTON - UPDATE, 3/24/21

Lawton City Council adopted Ordinance 21-07 on 3/23/21, eliminating the requirements for the posting of signage and the wearing of face masks in certain instances to help limit the spreading of disease, providing for severability and declaring an emergency. Citizens are still advised to abide by CDC guidelines and respect the wishes of businesses or entities that may still require masks.

The Oklahoma State Department of Health will enter Phase Four of vaccine distribution on 3/29/21, making all Oklahomans (ages 16 and up) eligible to receive the vaccine. LAWTON - UPDATE, 2/2/21

A partial reopening of City of Lawton facilities will begin on February 15, 2021 (the City of Lawton remains open for Presidents Day). The reopening will entail full in-person service at Utility Services in City Hall and at the License & Permits Center in City Hall. This means cash payments may resume and appointments for routine services are no longer required. The Lawton Public Library will also allow visitors to return without appointment on February 15, 2021, however, occupancy limits may be imposed at staff discretion. Curbside services will still continue to citizens wishing to utilize those services.

Lawton Municipal Court resumed in-person dockets on January 19, 2021.

All visitors to any City sites are still required to wear face coverings, in accordance with City ordinance, and to maintain proper social distancing. Temperature checks may also be required.

LAWTON - UPDATE, 1/13/21

Governor Kevin Stitt issued the Ninth Amended EO 2020-20 on January 13, 2021, which renewed several action items.

Some action items under the Ninth Amended EO 2020-20 include:

• All restaurants are to continue to space tables at least six feet apart, unless tables, booths and bar areas are separated by sanitized dividers.
• All persons on property, including buildings and office space, owned or leased by the State of Oklahoma shall wear a facial covering or mask over the mouth and nose at all times where physical distancing measures may be difficult to observe.
• Public and social gatherings of persons not from the same household shall be limited to 50 percent of the building or area's permitted occupancy. Public and social gatherings mean a gathering or organized event among persons not part of the same household. This shall not apply to gatherings in private residence, buildings or businesses providing religious, healthcare, educational, public safety, and childcare services.
• Attendance at indoor youth sports and extracurricular activities, including those organized through or sponsored by a public or private school shall be limited to four spectators per participant up to 50 percent of the building or area's permitted occupancy.
• Individuals should continue to follow CDC guidelines.

On Dec. 10, Oklahoma Governor Kevin Stitt announced the Eighth Amend Executive Order 2020-20, which increases safety measures for restaurants, bars and public/social gatherings.

The new actions under the Eighth Amend Executive Order 2020-20 include:

• Restaurants and bars to continue to closing at 11 p.m. and spacing tables 6 feet apart
• Public gatherings are limited to 50 percent capacity (exceptions granted by local health departments)
• Attendance at youth indoor sporting events is limited to up to four spectators per participant, up to 50 percent of building capacity.

LAWTON - UPDATE, 12/1/20

Effective Dec. 2 and until otherwise repealed, all City of Lawton facilities – with the exception of limited and special circumstances as outlined below – will be closed to the general public as a safety precaution in response to the ongoing COVID-19 health pandemic.

Details and/or exceptions are as follows.

• Virtual meetings will take place in lieu of in-person meetings, with the exception of meetings that are required to be open to the public. Citizens affected by meetings already scheduled will be contacted by staff.
• Necessary in-person meetings or contact will be carried out by appointment-only on a case-by-case basis in Utility Services (for new water accounts), as well as in Planning/License & Permits, Office of the City Clerk and Office of the Mayor & City Manager. If in-person meetings are approved to take place, temperature checks may be required for persons entering City facilities. Social distancing at a minimum of six feet will continue to be maintained and masks will be worn in accordance with City Code.
• Indoor drop-offs in regard to bill payment or building plans will be allowed; baskets will be available in the lobby area of City Hall. Bill payment will also continue to be accepted through the payment drop-box on the west side of City Hall, and online.
• The City Hall Annex, to include Lawton Municipal Court, will be closed to the public. Citizens may call 580.581.3265 to make a payment or schedule a court date. Payments will also continue to be accepted online. Pending court dates will be continued.
• Indoor facilities of the Lawton Public Library will generally be open to the public by appointment only. Curbside services will be offered when possible. Members of the public permitted to enter either library may be required to have temperatures taken; masks will be worn in accordance with City Code.
• Retrievals and other services offered through the Division of Animal Welfare will be carried out by appointment only.
• Events involving rental agreements that have already been scheduled through third parties to take place at an indoor facility owned by the City will be allowed to take place if the event is streamed or pre-recorded; no live audiences will be permitted. All other indoor recreational classes, events or workshops, to include those hosted by the City of Lawton, are canceled. City-owned recreation centers are closed to the public.

LAWTON - UPDATE, 11/17/20

Governor Kevin Stitt joined Commissioner of Health Lance Frye to announce Seventh Amended Executive Order 2020-20 on 11/16/2020, which increases safety measures for restaurants, bars and state employees in Oklahoma to help prevent the spread of COVID-19.

The new action items under Seventh Amended EO 2020-20 include:    

• Starting Thursday, Nov. 19, all restaurants will be required to space tables at least six feet apart, unless tables, booths and bar areas are separated by sanitized dividers.  

• Starting Thursday, Nov. 19, all bars and restaurants will be required to close by 11 p.m. No in-person service of food or alcohol will be allowed after 11 p.m. except for restaurant drive-thru windows or curbside pickup. 

• Starting Tuesday, Nov. 17, all 33,000 state employees under the executive branch will be required to wear a mask in common areas or when they’re around other people. All visitors to state agency buildings will also be required to wear a mask. (The Oklahoma House of Representatives and the Oklahoma Senate also announced today masks will be required for employees and visitors at the State Capitol.)

LAWTON - UPDATE, 7/17/20

On 7/17/20, Lawton City Council voted to approve an amended ordinance that requires the posting of signage and the wearing of face masks when indoors to help limit the spread of COVID-19.

The ordinance, effective immediately, states that "every person in the City of Lawton shall wear a face covering over the nose and mouth and shall be worn consistent with CDC guidelines when inside a commercial entity of other building, structure or space open to the public, public transit." There are several exceptions to the wearing of masks, which are outlined in Section "A" of the ordinance and include circumstances involving age, private settings, activity, medical conditions and potentially hazardous situations, as well as certain types of business and clientele. If a medical condition or disability prevents a person from wearing a face mask, a face shield may be worn.

"All residents are now required to wear masks in indoor public spaces in accordance with the ordinance, but we hope our community will use courtesy to help educate and remind each other of this requirement," said Michael Cleghorn, City Manager. "Education and cooperation over enforcement is preferred."

LAWTON - UPDATE, 5/19/20

The City of Lawton's state of Civil Emergency will expire 11:59 p.m. 5/20/20. All locally associated mandates and requirements contained within preceding proclamations or orders will also expire 11:59 p.m. 5/20/20; the City of Lawton will continue to adhere to all State-issued mandates and guidance following the expiration.

"Local hospitalization is at a minimum and the state's hospitalization rate continues to decline, so we are ending the civil emergency with the signing of the latest order," said Mayor Stan Booker. "We intend to fall in line with the Governor's plan in full and strongly encourage all citizens to continue monitoring this situation and following appropriate safety protocols for the safety of themselves and their families."

Utility Services -

The suspension of disconnection of water service for nonpayment at the City of Lawton is being revisited by staff. More information and instruction for residents on this will be made available in days to come. For the time being, no residents will have water service disconnected due to nonpayment. However, in accordance with originally outlined terms, utility account holders are still responsible for their bills and keeping their accounts in good standing. Payment arrangements can be made through the Division of Utility Services at 580.581.3308.

LAWTON - UPDATE, 5/14/20

Emergency Order A-7 of the Extension of the Civil Emergency Proclamation of the City of Lawton is expected to be signed by the Mayor and Mayor Pro Tem tomorrow, 5/15/20, and will take effect immediately.

The order is crafted in accordance with recommendations from the state level, as outlined in the OURS Plan. Should there be a conflict between State and local provisions, however, the safer/more restrictive shall apply.

The following is anticipated to take effect 5/15/20. If any additional guidelines not linked are required, they will be available to the public upon finalization of the new emergency order.

• Reopening of City playgrounds.

• Reopening of the Lawton Public Library, Lawton Municipal Court and Lawton Public Works Offices. Visitors must adhere to given direction upon entering facilities, which may include occupancy limits; visitors are encouraged to wear masks or facial coverings.

• Allowance of nurseries within Places of Worship to operate, in accordance with CDC Guidelines.

• Bars may reopen; pool tables may be used with City-issued guidance/requirements.

• Residency restrictions for fishing, hunting, camping at City lakes will be lifted.

• Weddings and funerals may resume adhering to proper social distancing and given guidelines of appropriate venues, such as entertainment venues. (At this time, entertainment venues should still submit a plan for approval to the City Manager's Office.)

• Garage sale permits will be issued but permit holders must adhere to Cityissued guidance/requirements.

• Organized sporting events/practices may resume – to include tumbling, cheer, gymnastics, soccer, swimming – but no more than 50 individuals may gather for such events, in accordance with State guidelines.

The majority of City of Lawton-owned sporting areas and venues will remain closed until June. Basketball courts and water facilities will remain closed for the time being. Permits for events at City parks and reservations for City rentals are expected to resume June 1; City of Lawton recreational centers are slated to reopen on a limited basis June 1.

LAWTON - UPDATE, 5/11/20

In preparation for the potential opening of bars –as part of Phase II of the State of Oklahoma's OURS Plan–the City of Lawton has prepared draft guidelines/requirements in an effort to assist business managers in making appropriate preparations for a safe and successful reopening.

Business managers and citizens are advised that entering Phase II is contingent upon certain health goals being met, as identified and described by the State. The City is monitoring all announcements and new developments from the Office of the Governor.

LAWTON - UPDATE, 5/8/20

Emergency Order A-6 has been signed by the Mayor and Mayor Pro Tem today, 5/8/20, which entails official orders concerning the reopening of City Hall and increasing occupancy limits for certain stores.

City Hall was reopened to the public as of 8 a.m. and staff continues to administer traditional in-person services as necessary, though community members are still advised to limit community movement and conduct business over the phone or digitally if possible.

A phased approach to reopening other City sites is currently in the works. Other reopenings are expected May 15 and June 1.

All citizens are still encouraged to wear face masks/coverings during public outings, practice good hygiene and refrain from leaving the home if feeling ill.

LAWTON - UPDATE, 5/5/20

City Management intends to reopen City Hall and other sites in phases beginning this week, and as outlined below:

• MAY 8th: City Hall
• MAY 15th: Lawton Public Library, Municipal Court/Annex, Offices in the Public Works Yard
• JUNE 1st: Recreation Centers; City rentals to resume on a case-by-case basis; board/committee meetings at City sites to resume

Although community members – especially the vulnerable population of 65 years or older, or those with underlying health conditions – are still encouraged to refrain from in-person visits if possible, the majority of services traditionally conducted at reopening facilities will be available to the public once more so long as visitors adhere to social distancing and given requirements. (NOTE: In accordance with State guidelines and recommendations, garage sale permits may not be issued until 5/15/20; NOTE: The utility payment drop-box remains available for use at all times in front of City Hall.)

Those considered to be part of the vulnerable population who cannot avoid in-person visitation may call to set up an appointment if they so choose. Contact information for all City sites and departments is available at lawtonok.gov.

All visitors are encouraged to wear masks while at City sites. All visitors should be cognizant of posted signage, regulations or direction from staff while at City sites.

LAWTON - UPDATE, 5/2/20

City of Lawton leadership continues to monitor data and maintain open lines of communication with local healthcare officials while working to navigate the COVID-19 crisis and adhere to evolving State recommendations of reopenings during this time.

Local updates to note, as of 5/2/20, include the following:

• Food Service Establishment guidelines have been updated to be all-inclusive at the local level. Management should also ensure that food service staff undergo online training specific to COVID-19. This is administered through the Health Department.

LAWTON - UPDATE, 4/29/20

Businesses/Entities that have been recently authorized to reopen – in accordance with Emergency Order A-4 and Emergency Order A-5 of the City of Lawton – that can show evidence that touchless infrared thermometers have been ordered for use at their facility but will not be delivered until after May 1, may screen their employees by asking the below questions rather than checking their temperature each day prior to beginning work:

• Have you had a cough?
• Have you had a fever?
• Have you been around anyone exhibiting these symptoms within the past 14 days?
• Are you living with anyone who is sick or quarantined?

Employees that answer these questions positively should be sent home until such time as they can be checked to have no fever and no evidence of COVID-19 symptoms.

Please note that this is a temporary solution for City of Lawton-issued mandates. The City of Lawton does not speak for separate boards, agencies or commissions that may stipulate various requirements to entities for which they supply licenses for.

The City of Lawton will adhere to the May 1 reopening recommendations for certain businesses via Governor Kevin Stitt’s ”OURS” plan for the following categorical businesses: Fitness Centers, Restaurants, Places of Worship, Theatres.

PLEASE NOTE: All safety measures and given requirements must be in place at the time of opening. Also note that if State and local mandates are in conflict at any time, the safer of the two plans must be adhered to by business owners.

Orders outlining safety measures and guidelines are currently being finalized by staff through the direction of the Mayor and Mayor Pro Tem and should be released no later than 4/29/20. Upon finalization, they will be posted to lawtonok.gov.

Businesses that do not fit into given categories but are similar in nature, may submit plans for reopening to the City of Lawton to be forwarded onto the Mayor for consideration. The plans may be sent to @email.

Clarifying points to highlight:

• Due to the unique settings and structure of salons and reopening businesses, there are no specific customer occupancy limit numbers for these businesses. Rather, these businesses are regulated by, and must strictly adhere to, the social distancing and operating rules identified for each business type (lawtonok.gov/publications/reopening-requirements-cv-19-response-42420).
• Establishments deemed essential on the current state list may operate traditionally or indoors or may choose to continue to operate via curbside and/or delivery if desired and as allowed under the State Essential Business regulations in place.

• Hair salons, barbershops, spas, nail salons and pet groomers (both in-store and mobile) may reopen. o These businesses must post social distancing signage (which may be found here: https://www.lawtonok.gov/publications/covid-19-response-signage-required) and given rules provided in the first link. • These businesses must also adhere to given requirements currently in place for all city businesses – such as the installment of sneeze guards at all indoor points of transaction and the availability of sanitizer or sanitizing wipes at all points of transaction. • Local occupancy limits must be adhered to for these businesses to operate:

o For buildings with a square footage of 75,000 square feet or larger, the customer occupancy level will be 150.

o For buildings of less than 75,000 square feet, but more than 1,000 square feet, the number of square feet of the building shall be divided by 500 to determine the new reduced customer occupancy level.

o For buildings of 1,000 square feet or less, the customer occupancy level shall be two.

Furthermore, all Lawtonians are encouraged to follow individual guidance provided from the State, to include the continuance of following Safer-at-Home guidelines for those older than 64 or those who are part of a vulnerable population, as well as the avoiding of groups or facilities that may not readily allow for appropriate social distancing.

ADDITIONAL LOCAL INFORMATION:

• Beginning April 24, ALL essential businesses listed on the current State list (https://www.lawtonok.gov/publications/oklahoma-essential-businesses-list-42320) may operate traditionally or indoors versus curbside/delivery if desired.

• All previously disseminated guidelines and information on lakes, boating or various recreational activities remain in place. Playgrounds and basketball courts remain closed.

• City Hall and city sites remain closed for the time being, with limited exceptions. Additional information concerning local direction in regards to the “OURS” Plan and May 1 openings is expected to be finalized and disseminated in the near future. LAWTON - UPDATE, 4/22/20, 1 P.M.

Emergency Order A-3 of the Extension of the Civil Emergency Proclamation of the City of Lawton is expected to be finalized and signed by Mayor Stan Booker today, 4/22/20, and go into effect immediately. The order will ease certain mandates currently in place and detail conditions for various openings; it is set to contain the following:

• Slight increase in occupancy limits for big box stores.
• Standardized occupancy limits for gardening/lawncare areas of big box stores.
• Curfew expiration for citizens 18 and up (curfew for those 17 and under remains in effect, from 11 p.m. to 5 a.m. daily).
• Reopening of tennis courts, with various safety requirements.
• Reopening of City campgrounds, with various safety requirements and conditions.
• Allowance of pleasure boating, with various safety requirements.
• Allowance of parking lot church services, with various safety requirements.

“We are monitoring and reevaluating the situation, in consultation with medical experts and the State, as we move forward,” said Mayor Stan Booker. “Such changes are the result of that process. We are entrusting citizens to take personal responsibility to help protect themselves, their friends and their families, as we readjust to a constantly changing environment within this pandemic. Together, we must find what works and together we must strive to move forward.”

Citizens should be cognizant that all state mandates must still be adhered to during this time. Additional discussion concerning the COVID-19 Pandemic at a local level may take place at the 4/23/20 Lawton City Council meeting.

LAWTON - UPDATE, 4/15/20

Emergency Order A-2 – the April 15th Supplement to Exhibit A of the April 3rd Civil Emergency Proclamation – has been signed by Mayor Stan Booker and Mayor Pro Tem Jay Burk.

“It is time for Lawton to lead in a safe way and in a smart way,” said Mayor Booker at the April 14 Lawton City Council meeting, when highlights of the order were discussed.

As previously disseminated by the City of Lawton, the order allows golf courses, disc golf courses, sporting goods stores, furniture stores, car washes (in full capacity) and clothing stores to reopen following strict guidelines. Other retail merchandise stores deemed essential on the Oklahoma Essential Industries List per the governor’s executive proclamation and/or orders will be allowed to operate via curbside service, mail-out orders or home deliveries.

All businesses allowed to operate under the new order will be required to make face masks available to employees. Furthermore, businesses are advised to implement a screening process for employees prior to the start of shifts. Additionally, requirements for the continuation of operations at car dealerships and motorcycle dealerships are outlined within the order.

This order, with the exception of the face mask availability requirement for employers, is in effect today, 4/15/20. The face mask availability requirement for employers will take effect 4/23/20.

LAWTON - UPDATE, 4/14/20

Mayor Stan Booker and Mayor Pro Tem Jay Burk are expected to finalize and issue Emergency Order A-2 concerning the City of Lawton COVID-19 Response on 4/15/20 which will implement new strict guidelines for certain local businesses to open and/or continue operations in the City of Lawton.

The order, as described in the 4/14/20 City Council meeting, will allow golf courses, disc golf courses, furniture stores and clothing stores to reopen following guidelines regarding occupancy, social distancing, sneeze guard installation and stringent sanitization measures.

Other retail merchandise stores deemed essential on the Oklahoma Essential Industries List per the governor’s executive proclamation and/or orders (https://www.okcommerce.gov/covid19/) will be allowed to operate via curbside service, mail-out orders or home deliveries.

All businesses allowed to operate under the new order will be required to make face masks available to employees. Details will be included in the issued order.

Additionally, car washes will be allowed to reopen in full and operate normally but must post required signage. Car dealerships can remain operational under a new set of guidelines that will be outlined in the order.

LAWTON - UPDATE, 4/10/20

Several citizens and businesses have sought clarification on potential mask/facial covering mandates. After further review and discussion, following the 4/7/20 City Council meeting, the Mayor and Mayor Pro Tem have expressed shared concern for each community member having the necessary means and tools to obtain individual masks or coverings. The details and challenges of this mandate will continue to be worked out, said Mayor Booker today, and the community will be kept apprised should this order become required at any point. For the time being, Lawton residents are strongly encouraged to wear masks or facial coverings in public, in accordance with City and CDC guidelines.

PLEASE REMEMBER medical/surgical masks should be reserved for healthcare providers and first responders.

LAWTON – UPDATE, 4/9/20

The Mayor and Mayor Pro Tem have issued Emergency Order A-1 of the Civil Emergency Proclamation, effective 4/9/20, which stipulates the following:

FISHING/HUNTING/BOATING

• Recreational or “pleasure” boating or water activities shall not be permitted on City of Lawton property. Fishing while boating is allowed but please see stipulations on the second bullet point below.
• Fishing/hunting with proper permits shall be allowed on City property for residents of Comanche County and for those that already possess valid permits. Social distancing shall be adhered to.
• Comanche County residents are eligible to receive fishing/hunting permits until further notice, so long as residency can be proven by way of addresses listed on an ID or a recent utility bill.
• Boating (kayaking) permits, fishing permits or hunting permits may be obtained from the City of Lawton tag agencies or the Elgin tag office.
• City of Lawton lakes include Lake Lawtonka and Lake Ellsworth. These stipulations also apply to a portion of Cache Creek that dumps in Lake Ellsworth.

REQUIRED QUARANTINE

The new order states that “all persons who enter the City of Lawton by any means of travel … with substantial community spread of COVID-19, including but not limited to the following: California, Colorado, Connecticut, Florida, Georgia, Illinois, Louisiana, Massachusetts, New Jersey, New York, Pennsylvania, Washington” shall report to the County/State Health Department and quarantine for a period of 14 days from the time of entry into the City of Lawton or for the duration of the person’s presence –whichever is shorter.

The order shall not apply, it further states, to persons performing military, emergency or health response duties, or for periodic short-term entry into Lawton by trucking/delivery services that are deemed essential. The Mayor and Mayor Pro Team may grant specific additional exceptions as deemed  necessary.

Other reporting and quarantine measures are required for those who are aware they have come into direct contact with a person that has tested positive for COVID-19, for those who have been tested and reside or lodge in the City of Lawton, or for who have tested positive in the City of Lawton.

LAWTON – UPDATE, 4/9/20

"Good morning Lawton, 9 April 2020 The Mayor Pro Tem and I have agreed that the spirit of the council's action on controlling crowding at City of Lawton owned property can be met by limiting the issuance of permits to only City of Lawton & Comanche County residents. City Council seemed concerned about the fact that Texas recently closed its State Parks which would send crowds to nearby properties remaining open. Therefore, these regulations have been implemented, effective immediately:

• Individuals with current Hunting or Fishing permits, may hunt or fish on City of Lawton property following social distancing guidelines.

• City of Lawton & Comanche County residents may still purchase Hunting, Fishing, or boating permits under the Civil Emergency. An ID and/or utility bill should be used during purchasing of permits to verify a person’s address.

• Pleasure boating will not be allowed at this time. Social distancing guidelines must be used when in a boat for any reason allowed.

This is a fluid situation, and if crowding becomes an issue, which would raise the concern of community spread of the virus, further action may be taken.

LAWTON – UPDATE, 4/7/20, 5 p.m. 

Following the 4/7/20 Crisis Management Team meeting, the Mayor and Mayor Pro Tem have determined to delay further civil emergency implementations discussed at today’s City Council meeting in order to give additional time for compliance and preparation.

Proposed measures are now slated to go into effect 4/15/20, following the City Council meeting.

Efforts to prevent further spread of COVID-19, as discussed at the 4/7/20 Council meeting, included restrictions on fishing/hunting/recreational water activities on City property; facial covering requirements; and mandatory quarantine for certain travelers, as outlined on COVID-19 updates at lawtonok.gov.

LAWTON – UPDATE, 4/7/20 2:30 P.M.

In furthering efforts to combat the spread of COVID-19 in the Lawton community, Lawton City Council voted to enact additional measures that will take effect at noon on April 10, 2020:

• Hunting/Fishing and Boating will be not be permitted on City of Lawton property.
• Cloth masks or face coverings of any material – something that covers a person’s mouth and nose without having to be held up by hands – will be required to be worn outside of a home. Children under 3 are not required to wear a mask. If a mask poses a safety risk to a person while performing a job duty, a mask does not need to be worn while that job duty is carried out. (Scarves, makeshift masks from T-shirts or socks or bandanas are acceptable. With this measure, fabric and sewing stores may open by curbside service to provide such materials or make masks.) Surgical and medical masks are not recommended. These should be reserved for first responders and healthcare workers.
• Mandatory quarantining measures will be imposed on individuals arriving to Lawton from certain states or countries, or areas with substantial COVD-19 community spread, as deemed applicable by the mayor. Such states and countries will be finalized and relayed to the public as soon as possible, as will details of the quarantine period.

At the direction of Mayor Stan Booker and Lawton City Council, City staff is working to draft and finalize the next executive order. It will be placed online for the community with further detail in new areas of requirement upon finalization.

Lawton City Council also voted to amend City Code on Tuesday morning, providing the Mayor Pro Tem with additional powers, duties and responsibilities – acting in concert with the mayor – during a time of civil emergency.

Mayor Stan Booker has signed a proclamation extending the declaration of Civil Emergency in the City of Lawton to April 30, 2020.

The document further details and clarifies essential business and activities for citizens. • The closure of campgrounds and most outdoor public restrooms owned by the City of Lawton.
• Specifications on allowable activity by staff and management at non-essential businesses (i.e., minimal staff may be on site outside of curfew hours to maintain minimum basic operations such as payroll and inventory operations, though business with the general public cannot be had).
• Penalties for the failure to comply.
• Clarification on gatherings of 6 or less – which should only occur for essential business or activities.

LAWTON – UPDATE, 4/2/20

Lawton City Council met for more than three hours in open session on April 2, 2020, to discuss details of the Shelter-in-Place order originally proposed by Mayor Stan Booker on March 31. City staff is now working to make given adjustments to a proclamation extending the declaration of the civil emergency, following direction provided at the meeting. The official proclamation is expected to be finalized April 3 but, in summary, the following orders shall occur:

TO TAKE EFFECT APRIL 3 AT NOON: Changes to essential businesses – 

•  
  • Furniture stores and sporting goods stores will close. If a furniture store sells appliances, they can remain open to sell only appliances but may not sell any other items. If sporting goods stores sell guns or ammunition, they can remain open to sell only guns and ammunition but may not sell any other items.
  • Golf courses, tennis courts, disc golf courses & basketball courts shall be closed.
  • Automated, drive-thru car washes – may remain open. All others must close. Car wash employees may not assist – by way of pre-wash, drying car or otherwise – in the car wash process.
  • Essential businesses or grocery stores – such as Wal-Mart, Target, Country Mart or Dollar stores – may not sell clothing and general sporting goods in-store (guns/ammunition in Wal-Mart is allowed). Online/delivery-to-home orders for these items through given retailers is permitted.

TO TAKE EFFECT APRIL 3 AT 5 P.M.: Occupancy of customers at open businesses will be determined in this way –

• • If a building is 50,000 sq. ft. or more, customer limit is 100 people. If a building is less than 50,000 sq. ft.. divide square footage by 500 to determine maximum allowable customers.

TO TAKE EFFECT APRIL 6 AT 11 P.M.:

•     FOR BUSINESSES

• • Additional signage at businesses will be required. In addition to social distancing signage; signage at gas pumps, signage at ATMs and signage at retailers detailing “one cart – one person” will be required.   • Sneeze guards are required at all businesses with indoor points of transactions/cash registers.
  • Spacing of 6 feet or more in lines of customers, both inside and outside of stores if applicable, shall be imposed and maintained by operating businesses.
  • Store owners should implement markings and signage for one-way aisle travel in grocery and home improvement stores.
  • If carts are available, store owners shall encourage the use of carts for all shoppers to help with social distancing efforts.
  • Sanitization wipes or sanitizer, as available, will be made available at all cash registers.

•       FOR CITIZENS

• • Limiting gatherings of physical activity to no more than six people. Funerals and funeral services may have no more than 10.
  • Curfew shall be imposed from 11 p.m. to 5 a.m. Essential work and essential shopping for such workers is permitted en route; emergency travel is permitted. LAWTON - UPDATE, 3/31/20, 4 p.m.

Mayor Stan Booker has made another announcement, as of 4 p.m. March 31, 2020. The Shelter-in-Place order will not take effect until April 2, 2020, he said. This is to give all of City Council a chance to weigh in on such matters, and to allow businesses time to prepare for mandates. 

The Lawton City Council is slated to meet for a Special Meeting at 10 a.m. April 2. Fidelity will be requested to broadcast the meeting on cable; it will also be streamed live on the "Lawton Oklahoma, City Government" Facebook page (https://www.facebook.com/CityofLawton/).

Per Mayor Booker, businesses falling into the categories of furniture stores, sporting goods stores, appliance stores and car washes may still immediately reopen.

City staff will work to post given signage online for businesses as soon as possible. The Shelter-in-Place order will be posted when the mandates officially take effect, at the discretion of the mayor.

LAWTON - UPDATE, 3/31/20, 2 p.m.

Mayor Stan Booker has announced plans to implement a Shelter-in-Place order, effective noon April 1, 2020.

The Shelter-in-Place order requires citizens to stay at home except for essential needs, business or work. A fuller list of what is deemed essential may be found in the Shelter-in-Place order that will be posted to lawtonok.gov by 10 p.m. March 31, 2020. In summary, the order implements the following:

• Encouraging households to send only one person to a business for essential shopping, when possible; requiring given stores to place signage about this policy;

• Requiring the implementation of sneeze guards in all businesses where the exchange of payment takes place within six feet of the customer and cashier;

• Increasing hygiene requirements of cashiers in between transactions;

• Requiring the availability of sanitation wipes at self-service registers for customers or, as an alternative, requiring an employee to sanitize stations in between transitions;

• Requiring gasoline pumps to place signage recommending sanitization by customers at gas pumps, and requiring paper towels to be available at pumps;

• Restricting occupancy levels, as follows:

• Business owners can determine the number of occupants allowed in their building by taking the total square footage of their building divided by 500. (If a building is 3,000 sq. ft., only six customers would be allowed in the building at one time.)

Under these orders, Mayor Booker will allow furniture stores, sporting goods stores, appliance stores and car washes to reopen. Other determinations concerning non- essential business are still in place. Further business measures and direction may be discussed or given at a Special Meeting of the City Council at 10 a.m. April 2, 2020.

Additional implementations citizens and business owners should be aware of include:

• Approved gatherings may consist of no more than six people.

• A curfew from 10 p.m. to 5 a.m. will be included in the order. Citizens out during this time for work will be required to carry and provide, if necessary, a letter documenting the essential service they provide on the official letterhead of their organization.  (Letters should include: The employer on official letterhead or with official logo if applicable, the name of the employee who is deemed an essential worker, the time of day or night in which the worker is expected to travel for job duties, the type of essential service the employee provides, contact information for employer/company to verify given information, a signature from a superior. Cases of COVID-19 continue to increase in Comanche County, nearly doubling overnight (https://coronavirus.health.ok.gov/). To protect life and property, all Lawton residents should limit the people leaving their homes to only those necessary to retrieve essential items at grocery stores, pharmacies, or the like. LAWTON – UPDATE, 3/28/20

The City of Lawton appreciates the understanding and flexibility of community members and business owners during the COVID-19 pandemic, as City leadership works to take proactive measures to protect life.

As previously communicated, clarification and various implementations will be made and relayed to the public as soon as possible, as additional information is evaluated. As of 3/28/20, Mayor Booker has determined the following:

• Pawn shops are deemed essential in terms of serving as financial institutions – “Banking/Payroll” – and are allowed to open and operate under the following conditions:
  • There may be no more than 10 individuals in a shop at one time;
  • Social distancing (and signage) must be maintained.

LAWTON – UPDATE, 3/26/20

As City of Lawton leadership continues to monitor, evaluate and analyze information regarding the COVID-19 pandemic, additional clarifications and implementations will continue to be made and communicated as quickly as possible to the community. Citizens and business owners are reminded that this is a rapidly changing and unprecedented situation; crisis managers are working to make the decisions to protect life and property in the City of Lawton.

In further review of Governor Kevin Stitt’s amended executive memorandum (amended late yesterday, 3/25/20), in addition to action taken by other municipalities, the following guidelines – effective 3/26/20 – have been issued from Stan Booker, Mayor of Lawton:

• Liquor stores may remain open and patrons may enter the facility. Curbside service and delivery are still encouraged, however. Social distancing direction and posted signage is required by these business owners in order to protect staff and citizens.

• Playgrounds within City limits will be closed due to concern for germ spread on equipment. Parks and lakes are still open; social distancing is required. There may be no gatherings of more than 10 in a recreational setting.

• The Thunder Court in West Lawton will be closed. Citizens should forego participating in close contact sports during this time.

• Due to limited access of City Hall, discounts for senior citizens on City of Lawton utility bills – typically administered each April/May – will carry over from last year while the emergency proclamation is in place. Applicable senior citizens will be contacted at a later date for renewal and given details on the process.

“Yesterday we had 247 COVID-19 deaths in the United States,” Mayor Booker said. “That is just a number if you say it fast. But when it happens here, we will know these individuals on a first-name basis. They will be our neighbors, our friends, our family members. It is imperative that citizens take personal responsibility during this crisis in order to protect life. Stay home unless leaving for essential errands or services. Limiting community movement is how we beat this disease.”

LAWTON – UPDATE, 3/25/20

A safer-at-home mandate has been issued in the City of Lawton by Mayor Stan Booker, which will require all non-essential businesses in the City of Lawton to close by 6 p.m. March 25, 2020. They are to remain closed until the civil emergency proclamation is expired. Citizens are encouraged to stay home as much as possible during this time, as social distancing best combats the spread of COVID-19.

“Protecting life is all that matters right now,” said Mayor Booker. “That is our goal and our focus. We are trusting in our community to act responsibly during this time and limit community movement to the extent possible.”

General categories of essential businesses include:

• Public Safety
• Non-Elective Healthcare (such as pharmacies, medical clinics, mental health facilities home health care)
• Water & Sanitation; critical infrastructure
• Government
• Communication (including infrastructure and service for telephones)
• Utilities
• Fuel
• Food/Groceries
• Banking and Payroll
• Daycare facilities
• Transportation (including buses, taxis, airports, other modes of individual transportation services)
• Delivery and shipping businesses
• Housing (including shelters, hotels/motels) & Lawncare
• Repair & Maintenance; construction
• News Media
• Petcare businesses

All operating businesses are still required to post signage and provide direction to patrons on social distancing.

LAWTON – UPDATE, 3/23/20

An amendment to the Proclamation of Civil Emergency has been issued by Mayor Stan Booker and includes the following requirements, which will take effect at 12:01 a.m. March 24, 2020:

• All hair salons, nail salons, tanning salons, tattoo parlors, spas, massage facilities, barbershops and other non-medical establishments that call for close, personal contact shall be closed.
• Operating businesses/establishments shall be required to provide education and direction to patrons in regards to social distancing (6 feet of spacing or more between individuals) at given facilities by, at minimum, posting signage via the CDC or City of Lawton at entryways or major gathering points. This applies to “take-out” food establishments and restaurants in which individuals come inside to pay, wait or pick up meals. It is expected that City Council will suspend Council Policy 1-6, which requires public input at meeting of the City Council, at the March 24, 2020 meeting. This is in an effort to maintain social distancing at necessary public meetings and to encourage residents to limit community movement. Citizens are advised that items that call for a public hearing at Council meetings may also be limited during this time. Staff is currently testing digital platforms and systems that may allow Council meetings to take place virtually, as now allowed by Oklahoma SB 661. However, staff and elected officials will work with citizens as needed.

LAWTON – UPDATE, 3/21/20

Beginning Monday, March 23, 2020, Lawton City Hall will be closed to the general public with granted exceptions:

• Citizens needing to set up a new water account. Although this can be done via email or fax, time or resources may prevent citizens from being able to gain access to needed utilities if in-person visitation is not also afforded. Those needing to set up a new water account may visit Utility Services with needed materials on the first floor of City Hall. Please call 580.581.3308 for details on needed materials.
  • Those needing to pay their water bill must do so by drop box (in front of City Hall), by mail, online or by phone. If overpayments are applicable, these will be credited to an account. During this time, the City of Lawton has suspended disconnects – meaning no water will be shut off for lack of payment – but citizens are still responsible for their bill and associated fees and making payment arrangements.   • Citizens/Contractors dropping of building/construction plans. Those dropping off building/construction plans that are too large to be transferred digitally may drop them in a labeled box at the front desk of City Hall, 212 SW Ninth Street. Call 580.581.3375 with questions or concerns.
  • Those with special appointments for extenuating circumstances.

Citizens are greatly encouraged to watch City Council meetings broadcast through Cable or on the “Lawton Oklahoma, City Government” Facebook page during this time. Those who attend, due to social distancing requirements, may be requested to observe or listen to the meeting in another part of the facility.

LAWTON – Published, 3/17/20 6 p.m.

An amendment to the Civil Emergency Proclamation issued by Mayor Stan Booker has been made, which includes the following measures set to take place as of 2 a.m. 3/18/20:

• The City Jail will be closed to all visitors.
• All in-person gatherings of more than 10 persons  for social, spiritual and recreational purposes, or similar purposes as outlined in the amendment, will be prohibited. Such gatherings of up to 10 persons shall require social distancing.
• All bars, taverns, clubs, restaurants, and coffee shops –with the exception of “take out” or “delivery” services by restaurants and coffee shops – shall be closed until the expiration of the emergency proclamation.
• The City of Lawton City Manager shall suspend the discontinuation of water service during this time.
• All gyms, workout facilities, athletic venues and theaters shall be closed during this time.

“It is not my desire to cause any financial pain, but my first responsibility is to the public’s safety and I believe these measures to be necessary to stop the spread of this virus,” said Mayor Stan Booker.

The mayor also said he is calling on the community of faith to find “creative ways” to safely reach our community of need.

UPDATE, Published 3/16/20 7:05 p.m.

Due to mounting concerns surrounding the nationwide spread of COVID-19, Lawton City Council members have taken action in open session that provides support to Mayor Stan Booker in declaring a State of Emergency for the Lawton community.

This State of Emergency, which will be in place for 30 days and may be extended at the discretion of the governing body, imposes further measures that will help to ensure the health and safety of Lawtonians, to include:

• Reducing Lawton Fire Code maximum occupancy levels by one-half capacity for all social gathering facilities, restaurants, bars and eateries;
• Limiting gatherings or events in City limits to no more than 49 people;
• Revoking all special event permits for the time being;
• Requiring social distancing for Lawton Area Transit System riders;
• Implementing procedures and rules to provide schedule of dockets that will accommodate concerns for public safety as necessary.

Furthermore, all activities and non-essential meetings taking place on City of Lawton property will be postponed or cancelled.  Recreational centers run by the City of Lawton will be closed. The Lawton Public Library will also be closed entirely to the public during this time.

All meetings of the Lawton City Council, Lawton Water Authority and Lawton Transit Trust will still take place. In lieu of attendance, citizens are encouraged to watch streamed or broadcast meetings.

“Taking these proactive measures will amount to less stress on our medical system, which will allow for greater health and safety of our entire community,” said Mayor Stan Booker. "We intend to work hand-in-hand with healthcare professionals and the County and State Health Departments as we navigate this situation.”

For clarification, the implemented measures that went into effect March 14, 2020, do not apply to partner organizations that lease property from the City of Lawton at this time. Should requirements expand, the community and given organizations will be notified.

These organizations/sites include: The Museum of the Great Plains, Arts for All administrative offices, Lawton Community Theatre, Lawton-Fort Sill Arts Council, Comanche Nation Museum, Midway Head Start and Delta Nutrition feeding programs.

We very much encourage all partner organizations to implement preventative measures in accordance with CDC, CCHD, OSDH guidelines.

Events immediately postponed and cancelled that were slated to take place on City of Lawton property or in coordination with City of Lawton staff have included: SWOGS (Southwest Oklahoma Genealogical Society) meeting, Lawton Public Library; Cover-to-Cover Book Club meeting, Lawton Public Library; Learn Lawton event, Parks & Recreation/LATS mobile initiative; Voter Registration meeting, Patterson Community Center; all Census-related meetings hosted by or alongside City staff for the next 28 days; “Amazing Acrobats from Shanghai,” McMahon Memorial Auditorium; Adultish Crafts for Adultish People, Lawton Public Library.

The above list may not be all-inclusive. Community members with questions or concerns about given events should call appropriate facilities to learn more.

Furthermore, City staff members have been directed to cancel all nonessential meetings taking place on City property during this time. Applicable parties will be contacted by staff about cancellations or postponements, or the status of meetings will be posted to lawtonok.gov/meetings.

Please be aware this is a rapidly changing situation that is being closely monitored by City leadership. As additional changes may be implemented, they will be communicated as quickly as possible to the community, media organizations and partner agencies.

Effective March 14, 2020, the City of Lawton will cancel all events and initiatives slated to take place at City of Lawton sites and facilities as a preventative measure surrounding growing concern of COVID-19. This includes City events, City co-sponsored events and external community meetings or gatherings that take place on any City of Lawton property.

“The safety and well-being of our citizens remains a topmost priority,” said Mayor Stan Booker. “These preventative actions will be in effect for the next 30 days. City Management and the City Council will continue to monitor and assess the situation and provide measured responses as needed. Communication by phone, email and online submission is encouraged during this time.”

Recreational facilities, with the exception of feeding sites and feeding operations, will be closed to the public. City youth sporting events and leagues will be discontinued during this time. Activities at the Lawton Public Library will also be cancelled. A full list of departments and contact information may be found at lawtonok.gov should citizens have questions.

City Hall will and City offices will still be open to the public for business purposes. All regularly scheduled meetings will take place unless otherwise indicated through staff and/or at lawtonok.gov. City of Lawton youth basketball games for March 12, 13 and 14 slated to take place at Lawton Public Schools facilities have been cancelled. This decision, per Parks & Recreation, was made following suit of the OSSAA (Oklahoma Secondary School Activities Association), which has postponed State Basketball Tournaments for the time being and in consideration of community concern. There is currently no vaccine to prevent coronavirus disease 2019 (COVID-19). The best way to prevent illness is to avoid being exposed to this virus. However, as a reminder, CDC always recommends everyday preventive actions to help prevent the spread of respiratory diseases, including:

• Avoid close contact with people who are sick.
• Avoid touching your eyes, nose, and mouth.
• Stay home when you are sick.
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
• Follow CDC’s recommendations for using a facemask.
  • CDC does not recommend that people who are well wear a facemask to protect themselves from respiratory diseases, including COVID-19.
  • Facemasks should be used by people who show symptoms of COVID-19 to help prevent the spread of the disease to  others. The use of facemasks is also crucial for health workers and people who are taking care of someone in close settings (at home or in a health care facility).
• Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
  • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
