Council Policy 11-1 Disposition of Proceeds from the Sale of Unclaimed Property to Lawton Crimestoppers

SUBJECT: Disposition of Proceeds from the Sale of Unclaimed Property to Lawton Crimestoppers

 

PURPOSE: To establish a procedure for the Mayor and Council Members to consider the disposition of proceeds from the sale of unclaimed property as a result of a Crimestoppers Program to Lawton Crimestoppers following a City auction.

 

BACKGROUND: The Police Department routinely has a significant amount of unclaimed property. Much of the property is on inventory as a result of the Crimestoppers Program. A policy is needed to authorize the Crimestoppers Program to retain proceeds from the sale of unclaimed property acquired as a result of the program.

 

POLICY/

PROCEDURES: 1. The Police Chief or his designate shall be responsible for maintaining an accurate list of all unclaimed property sold at the auction for record purposes. The Police Chief or his designee will insure that all property received as a result of a Crimestoppers Program is clearly identified, tagged and recorded. The property and copies of any necessary records will be forwarded to Purchasing upon receipt of notice of a scheduled City auction. The property will be sold by auction and a separate accounting shall be kept of items tagged as Crimestoppers Program property.

 

2. At the end of each City auction and on or before the Tuesday preceeding a City Council meeting, Lawton Crimestoppers shall submit a claim to the Finance Director for proceeds from the sale of unclaimed property along with an agenda item and resolution prepared for the next Council meeting. If the City Council allocates funds from the proceeds of the sale of unclaimed property as a result of a Crimestoppers Program to Lawton Crimestoppers, a resolution so stating must be adopted by the City Council. If the resolution is not adopted, all proceeds from the sale shall remain in the Citys general fund.

RESCISSION: This policy became effective October 28,1986. This version updates the format and assigns a new number to Council Policy No. 42.
