Council Policy 6-2 Connection of Residential Line to Sanitary Sewer Service Outside City Limits
SUBJECT:CONNECTION OF RESIDENTIAL LINE TO SANITARY SEWER SERVICE OUTSIDE CITY LIMITS
PURPOSE: To establish requirements and procedures for residential sanitary sewer service connections outside the City limits.
BACKGROUND: Article 2, Chapter 22-231, Lawton City Code, 1995, authorizes sewer connections outside the City limits. However, the Article does not provide any requirements or outline procedure for an individual resident to tie a private sanitary sewer service line to an existing or proposed sewer line outside the City limits. The following policy establishes procedure and requirements for an individual resident to make a request to the City Council to establish an agreement for such service.
POLICY/
PROCEDURES: An individual wishing to connect a sanitary sewer service line to an existing or proposed sanitary sewer line outside the City limits shall make a request in writing to the City Clerk. Prior to providing sanitary sewer service, the Council shall enter into an agreement with the applicant establishing the performance of the City and the applicant.
MINIMUM
REQUIREMENTS: Any individual who wishes to connect to an existing or proposed sanitary sewer line outside the City limits shall meet all of the following requirements:
1. The individual shall have established by a prior agreement with the City Council an agreement for water service outside the City limits.
2. Discharge into the sanitary sewer system shall only be permitted from normal domestic residential activities. No agricultural or industrial waste materials may be discharged into the City of Lawtons sewer system.
3. The maximum allowable distance from the residential use that generates the waste shall be within 250 lineal feet of the Citys sewer system.
4. The private sewer line installed between the residential structure and the sewer line shall be installed and maintained by the applicant for sewer service.
5. The private sewer line installed shall meet the minimum requirements of the applicable plumbing codes adopted by the City of Lawton. A Plumbing Inspector, City Building Development Department, shall inspect the private sewer line upon completion by the applicant to insure proper materials and construction required by the building codes. The applicant shall pay a fee as provided in the Citys Schedule of Fees and Charges for cost incurred by the City on inspecting the line outside the City limits.
