The City of Lawton administers the HUD (Housing and Urban Development) CDBG and HOME annual Entitlement Grants. The Homeowner Housing Rehabilitation Program (Rehab) funded by HUD’s CDBG and HOME programs will be administered in accordance with federal guidelines prescribed by HUD.  The Rehab funds will be invested in housing activities within Lawton City Limits and are to be used to assist extremely low-, very low- and low-income households, as defined by HUD’s eligibility criteria. Funds will be used to provide housing Rehabilitation assistance to the greatest number of extremely low-, very low- and low-income households.  The Rehab will be administered in such a way as to ensure fair and equitable distribution of benefits. 

An environmental review must be complete before HUD Funds are released. Because the Projects are completed at different locations within the City, a Tiered Environmental Review must be completed. An environmental review is the process of reviewing a project and its potential environmental impacts to determine whether it meets federal, state, and local environmental standards. The environmental review process is required for all HUD-assisted projects to ensure that the proposed project does not negatively impact the surrounding environment and that the property site itself will not have an adverse environmental or health effect on end users.
