Online Permitting Now Available: Standard Building Permits/Licenses & Lakes Permits
The City of Lawton has implemented a new online customer self-service portal. Through the Civic Access Portal (CAP), residents, contractors, and business owners will be able to search for an address or parcel, apply for permits and licenses, request an inspection, and more. The CAP portal will also provide residents, contractors, and business owners the ability to start and save permit or plan applications for submittal at a later date and receive updates on submittals and requests in real time.
Citizens can also purchase fishing, hunting, and recreational vehicle licenses for use at Lake Lawtonka or Lake Ellsworth on the CAP. We also have included a "Report Issues" tab for a citizen to submit their code violation service requests.
The CAP portal will bring our residents and businesses into the community development process by providing online access to information. Online tools help to ensure effective communication while eliminating the need for a phone call or office visit.

Civic Access Portal User Guides
Thank you for visiting the Civic Access Portal for all your license & permitting needs.
Get started by registering for an account. Once created, you will have access to your dashboard where you can see an pending license or permits, plans, inspections, and invoices.
You will also have the ability to renew any existing license or permits. If you are visiting the site for the first time and already have a license or permit, you will still need to register. But you will be able to search for your existing license or permit and use the platform to perform any other needs, such as renewal.
To apply for a license or permit, click the APPLY tab at the top of the page. Use the application assistant to search keywords to find the correct application. Follow the prompts to complete the process.
When you arrive at “description”, we are looking for what type of work is being done. You must include the square feet of the building along with how much the project will cost, under “valuation”.
Include who is applying for the license and the contractor for the project. The City of Lawton has populated most licensed contractors in the area that you can choose from. If your contractor is not listed, contact the Building Division at (580) 581-3360.
Attachments must be in a PDF format.
The “Review & Submit” step of the process will display the cost of the license or permit you’re applying for. After the application is submitted it will go to the Building Division for review. You will receive an email confirmation. Partial payment is expected the day of submittal, and the remainder must be paid with the permit or license has been fully reviewed. Permits will be reviewed within 30 days. Licenses will be reviewed within two weeks.
Another feature of the Civic Access Portal is the fee estimator. Here, you will be able to get an estimate of your requested permit or license. You can also use the calendar view to view meeting dates that pertain to your requested license or permit.
If you’d like to continue to do business in person, you can visit the Building Division at Lawton City Hall located at 212 SW 9th Street. We will also have a kiosk outside the office & staff is available to walk you through the process.
If you’re applying in person, we ask you bring all necessary documents for your requested license or permit.
